Scope of work
- Working across the construction agents: Most military construction is executed through one of two DoD construction agents: the U.S. Army Corps of Engineers (USACE) or Naval Facilities Engineering Systems Command (NAVFAC). They write differently, inspect differently, and report differently. Sardion plans the submittal, QC, and reporting effort around whichever agent holds the contract instead of running one generic process at both.
- MILCON, SRM, and O&M work: New vertical construction funded through Military Construction appropriations runs on a different clock than sustainment, restoration, and modernization work or facility O&M task orders. Sardion prices and staffs each for what it actually is — a MILCON schedule is not an SRM schedule with more zeros.
- Base access and force protection: Badging lead times, escort requirements, vehicle inspection, restricted delivery windows, and antiterrorism standoff criteria under UFC 4-010-01 are built into the schedule at bid, not discovered at mobilization. Personnel undergo full background checks before badge submission.
- Building around an active mission: Installations do not shut down for construction. Phasing, temporary facilities, utility outage coordination, noise and dust control, and interim life safety are planned so training, flight, medical, and operational tempo continue while the work proceeds.
- Documentation the agent will accept: UFGS-formatted submittals, three-phase quality control, daily QC reports, certified payroll under Davis-Bacon, safety documentation to EM 385-1-1, and a closeout package that lets the contracting officer accept the work and write an honest CPARS rating.
